TD's reasoning:
West is entitled to think, but this places limitations on his partner East. East has 3 logical bids: pass, double and 3Cl. He may not choose a bid that could have been influenced by his partner's hesitation (3C and also double) if there is another logical alternative, in this case, Pass. (Law 16B1). So East's 3C bid is cancelled and replaced by pass and the final contract becomes 2S by South, probably making 8 tricks. (Laws 12C1(a) )

TD's ruling:
The score of 600 to EW is replaced by a score of 110 to NS.

(Note: While not everyone may agree with N's lead of 3S, it is certainly not wild, gambling or a serious error, and therefore has no weight in the decision.(Law 12C1(b))
